She lived with six foster carers before settling at a children s home in Ealing in west London. She gained 12 GCSEs, four A-levels, a good degree and is now studying on a postgraduate course. The government is the carer of last resort for around 60,000 children. Most of them fall into public hands because their parents abused or neglected them. The enduring image of children in care is of crying babies in children s homes. In fact most are aged ten to fifteen and foster parents look after over two-thirds of them. In that respect, Miss Hammond s experience is quite typical. But her educational success makes her the exception.
